Local Realtors and Developers Skeptical Affordable Housing in Flood Ravaged Neighborhoods Can Sell

It's frustrating for realtors, developers and homeowners like Franklin, who think there are other worthwhile ways to spend the money, still build new homes, and revitalize the neighborhoods. There is also concern, prior to the flood, many of the people living in the Northwest, Southwest, and Southeast areas were renters.
